Hyas were commissioned by South Kesteven District Council to advise on progressing a proposed Garden Village from outline planning consent through to delivery.

South Kesteven had allocated a site to the south of Grantham for 3,500 homes in the ownership of Buckminster Estates. Following the successful designation of the site as a Garden Village in early 2017, the Council and landowners wanted to develop a collaborative, masterplanned approach to delivering a scheme that would meet the required principles and aspirations.

Hyas support was focussed on helping to scope the masterplanning and design work required post outline planning consent. The submitted illustrative proposals needed to be evolved into a masterplan framework, with clear design guidance on how the detail would then be delivered to the required high standard.

As well as providing advice on masterplanning and design, Hyas provided advice on wider delivery issues, including examining the potential for joint delivery vehicles, defining the scope for public sector support to the scheme, and assessing good practice from around the country.

Hyas was also engaged to prepare local authority bids for government capacity funding, aimed at improving project resources and are advising on developing project management and governance structures to underpin future delivery and joint working.
