Bassingthorpe Farm Supplementary Planning Document

Hyas have provided support to the Council over a number of years on bringing forward the strategic allocation of Bassingthorpe Farm. This commission was focused on preparing a Supplementary Planning Document to guide the production and consideration of planning applications for the site. Hyas led a multidisciplinary team including urban designers, transport planners, infrastructure specialists, commercial advisers, cost consultants and viability consultants alongside our team of planners.

The site is allocated in the adopted Plan for nearly 2,400 homes and 10ha of employment land. Initially we reviewed the current situation, policy position and available evidence. We also undertook a critical appraisal of the process and outcome on a similar sized development in the Borough. We ran a Visioning workshop with key Council staff.

We prepared an engagement strategy and undertook extensive 1:1’s with technical disciplines, soft market testing and landowner engagement. We established a governance structure with the Council involving leads from various services to guide the development of a strategic framework masterplan which formed the basis of a draft SPD.

We then designed and undertook public consultation on the draft SPD. This included preparing materials and leading 5 in person events in local venues. We wrote up the results and amended the SPD, preparing a final version for the Council to take through its governance process and adopt.
