Hyas has supported London Borough of Redbridge on this project over the last 2 to 3 years, through pre-application master planning; pre-app consideration of planning proposals and then the determination of two full planning applications. The original commission was to advise and support on the formulation of a site wide masterplan for the allocated site, providing specific advice on visioning, placemaking and urban design, linked to infrastructure requirements and the overall planning process. More recently, our support has focused upon the determination of two full planning applications, working collaboratively and closely with the applicant team, officers and other key stakeholders. This has also included the drafting of Committee reports and subsequent presentation at Planning Committee. More recently, we have been asked to support on the drafting and finalisation of the s106 agreements.
Planning Performance Agreements have been used to commission us at each stage of the planning process, and this has helped significantly in establishing certainty and appropriate resources and roles required from both the local planning authority and the applicant teams.
Key Deliverables:
A number of key deliverables have been achieved related to the respective planning stages, including:
• Project lead/case officer resource throughout
• Site Wide Masterplan (a comprehensive document for the whole allocation divided into sites A to E, produced by the applicant)
• Site Wide IDP (Sites A to E, produced by the applicant)
• Planning Strategy (Sites A and B, in context of the site wide masterplan and IDP)
• Design Review
• Planning Committee reporting/presentations (Sites A and B)
• Full Planning Permissions for x 2 sites within Masterplan area (Sites A and B)
• S106 (sites A and B)
