Hyas have been supporting Mid Devon Council for several years to provide project management, strategic planning, infrastructure delivery, development management and general critical friend support to progress a large Garden Village of circa 5,000 homes.
Hyas is commissioned to project manage and lead the delivery of the project on behalf of the Council and are working closely with officers providing support to bring the site effectively through the planning system. The site is partly allocated through the Local Plan, with further growth potential under the emerging Local Plan review.
Our support has extended into considerations relating to funding and delivery including viability and deliverability analysis, progression of a suite of large planning applications across the site including ongoing liaison with the key landowners, and providing assistance in securing infrastructure funding via the Housing Infrastructure Fund.
Key deliverables we have managed, delivered or provided a critical friend role on to date include:
• Culm Garden Village Vision and Concept Document which sets out key principles to guide development at the proposed new garden village and shapes ideas on how the garden village might look.
• East Cullompton and Culm Garden Village Masterplan Supplementary Planning Document adopted in April 2023 and the emerging East Cullompton and Culm Garden Village Strategic Design Code which is anticipated for completion in 2025.
• East Cullompton and Culm Garden Village Phasing & Delivery Strategy which is being prepared in collaboration with the developers and other stakeholders and will demonstrate how development will be delivered in step with the required infrastructure.
• Management of various related commissions and co-ordination with wider project workstreams, such as the emerging business case process for a new junction on the M5 motorway, Future Mobility Strategy, viability analysis, strategic flood risk assessment and feasibility work for a garden village related sports hub.
• On-going governance, stakeholder and public engagement and consultation and co-ordination with other district wide workstreams, such as the Local Plan and District wide Design Code.
