PAS Pre-application Services and PPAs

Hyas were commission alongside the University of Gloucestershire (UoG) by the Planning Advisory Service (PAS) to deliver a DLUHC funded project to research the use Pre-Application Services and Planning Performance Agreements (PPAs) and the fees charged for them. We prepared draft PPAs Guidance and updated the PAS “Pre-Applications Suite” website guidance. Hyas and UoG undertook evidence based research to identify national best practice in Local Authority approaches to pre-application discussions and PPAs. This involved desktop research of services offered and fees charged; designing and disseminating an online questionnaire which was completed by nearly 150 respondents from the public and private sector from across the country; facilitating online workshops with Local Authority representatives; and undertaking 33 interviews involving 59 people from public, private and community sectors.
