Hyas Associates are currently supporting Cumberland Council to implement the appropriate delivery vehicle for St Cuthbert’s Garden Community. This proposed 10,000 home plus garden settlement, requires a wide range of uses and facilities in order to create a sustainable new community. With no current master developer; a large number of landownerships; and significant strategic infrastructure required, an innovative approach to delivery is needed.
Hyas are working closely with Cumberland Council, MHCLG and Homes England to develop an outline business case and implementation plan, for a preferred form of delivery vehicle. This vehicle will need harness public and private sector investment and drive forward delivery of the garden settlement in accordance with the Council’s aspirations, as set out in the St Cuthbert’s Garden Village Local Plan Local Plan | stcuthbertsgv.co.uk The Council have taken a strong lead in the masterplanning and planning of St Cuthbert’s to date and have stated their desire to play a leading role in the future delivery vehicle, given the strategic importance the garden settlement has in supporting growth and regeneration in Carlisle and Cumberland.
The extensive skills, knowledge and experience of the Hyas team in working collaboratively to identify and implement suitable and bespoke delivery mechanisms and structures for large scale, complex projects, has been utilised to make significant progress in the complex area of work.
Key Deliverables:
• Successful application to MHCLG to be part of the Innovative Development Corporation Programme, providing capacity funding to develop a new approach.
• Agreed vision and set of objectives for a bespoke delivery vehicle.
• Strategic Case to make a case for a delivery vehicle and assess potential appropriate options.
• Outline business case submission to MHCLG, proposing a Locally Led Development Corporation.
• Interim project governance structures, to ensure collaborative working between the Council, Homes England and MHCLG in progressing the implementation of a development corporation.
• An agreed Programme towards the implementation of a bespoke development corporation.
