Project examples

Godley Green Garden Village – Stakeholder Engagement & Project Management

Supporting the delivery of one of the North West’s most significant garden village projects, we are working closely with Tameside MBC and MADE (delivery partner) to co-ordinate the outline application consent and subsequent reserved matters submissions, manage complex stakeholder relationships and keep the programme of delivery on track. This includes developing and delivering a targeted engagement strategy, coordinating technical input from multiple consultant teams, and acting as a central point of contact for partners. Our role ensures that strategic place making objectives remain aligned with the outline application and that the project progresses to delivery with clear communication and shared priorities.


South Staffordshire Strategic Sites – Application Coordination & Management

We provide ongoing support to the local planning authority in managing several large strategic site applications. This includes overseeing Planning Performance Agreements (PPAs), coordinating and chairing regular meetings with applicants and stakeholders, offering negotiation advice, and bridging the gap between the local authority and applicants, to ensure good quality placemaking and delivery. Our work helps resolve issues in time and keeps the process moving smoothly.

 

Tendering Colchester Borders Garden Community – Procurement & Delivery Support

Hyas have been advising Colchester, Tendring and Essex Council in relation to the planning and delivery of a visionary and ambitious new Garden Community of 7,500 new homes to the east of Colchester. Hyas have worked alongside and as part of a joint Officer team, providing advice on planning processes, masterplanning, and the preparation of a site specific ‘Development Plan Document’, which was found sound and adopted in early 2025. Hyas project managed the preparation of a Strategic Masterplan on behalf of the Councils and authored the ‘Infrastructure Delivery Phasing & Funding Plan’ as key evidence to support the DPD. Hyas have continued to provide ongoing project management support and critical friend advice to Officers, including chairing key meetings, supporting in negotiations with key stakeholders, the ongoing consideration of viability, and helping to secure the delivery and funding of key infrastructure, including a successful award of circa £100m from the Housing Infrastructure Fund. This has enabled an ‘infrastructure first’ approach with significant investment in early transport improvements prior to the commencement of wider development.

 

South West Hertfordshire Joint Strategic Plan – Digital Engagement & Proptech Support

Hyas were commissioned by a group of Councils in Hertfordshire to provide capacity and resources to a small Officer team evolving a ‘Joint Strategic Plan’ for the South West Hertfordshire area, which will set a framework for the area up to 2050. Hyas have provided general critical friend support and also led with workstreams on digital engagement, including the project management of initiatives being supported through the DLUHC ‘Proptech’ programme. Initial support was provided with the procurement and development of a digital engagement platform which initially provided accessible information and was subsequently used for digital engagement on the Plan (at Regulation 18 stage). Alongside this work, Hyas Associates supported the Councils with project management and implementation of a discovery process to consider how digital technology could support the processing of consultation data. and on the implementation a digital mapping approach, focussed upon developing a digital portrait of the area. Hyas are providing ongoing support to evolve the approach to the JSP in line with the reemergence of strategic planning nationwide.
