Harrogate Strategic Sites – Infrastructure & Delivery Support
We were appointed by Harrogate Borough Council to advise them on the delivery of a series of strategic housing sites to the west of Harrogate, allocated in the adopted Local Plan. Our role focused on clarifying infrastructure requirements, coordinating delivery across multiple landowners and developers, advising on governance structures to secure collaborative working and co-ordinating an infrastructure bid to Homes England. Key outputs include an Infrastructure Delivery Schedule to support the comprehensive masterplan, viability assessments, Planning Performance Agreement advice and securing funding from Homes England to support the early implementation of infrastructure.

Culm Garden Village – Phasing, Delivery & HIF Support
Hyas has been supporting Mid Devon District Council over several years to progress the East Cullompton and Culm Garden Village - a major new settlement of around 5,000 homes. We are preparing a Phasing & Delivery Strategy that sets out how growth will be delivered in step with required infrastructure, developed in collaboration with developers, landowners, and stakeholders. Our role includes project management, viability and deliverability analysis, and progression of a suite of large planning applications. We have also supported the Council in securing Housing Infrastructure Fund (HIF) investment to unlock key infrastructure, ensuring that the garden village can move forward in a coordinated and deliverable way.
Milton Keynes Delivery Mechanisms Advisor
Hyas have been acting as expert advisors to Milton Keynes City Council to support in achieving strategic long term housing & economic growth in line with ambitions as set out in the ‘MK 2050 Strategy’ and MK City Plan 2050 which establish a bold agenda for future growth and prosperity. The Hyas team have worked alongside Officers to understand existing and future barriers to delivery across the range of development sites and typologies of future growth, identifying the requirements, capacities and resources that would best enable the delivery of the Council’s ambitions. The work includes the need to plan positively for strategic additional growth alongside the delivery of new transformational infrastructure including a future Mass Rapid Transit System. It has involved the consideration of the full range of delivery bodies, mechanisms, partnerships and approaches that are available or could be created and address the area’s specific challenges. The support has been provide as part of the DLUHC ‘New Development Corporations Competition’ to consider what type of delivery mechanisms may be best aligned to address the needs.
North Essex Garden Communities
Hyas Associates provided advice to Braintree, Tendring and Colchester Councils, together with Essex County Council from 2016 to 2020 in relation to proposals for a number of visionary and ambitious Garden Communities across North Essex, which were coming forward for delivery via a Locally Led Development Corporation structure. Members of the Hyas team were part of the Councils’ joint planning and delivery team, leading in matters related to infrastructure planning, viability and deliverability. Hyas provided project management support and advised on strategic planning including evolving appropriate policies for the sites, the approach to viability and scheme financing, business planning relating to the governance structure, masterplanning & concept development. Hyas provided support in the commissioning, procurement and management of evidence gathering, and supported in bidding and securing funding support from the Housing Infrastructure Fund for early investment in transport infrastructure. The support led to the successful adoption of a Shared Section 1 of the respective Council’s individual Local Plans, which included the identification of the Tendring Colchester Borders Garden Community for upto 9,000 homes. Hyas have continued to support the Councils to bring forward this Garden Community through subsequent stages of preparing a site specific masterplan, Development Plan Document and on into planning applications to be submitted in 2025.
