West of Harrogate - successful funding bid

Hyas is delighted to have worked with North Yorkshire Council over several years, helping shape an integrated planning strategy for the four strategic sites that form the urban extension West of Harrogate. Our involvement has included conducting diagnostics to identify delivery challenges and embedding a comprehensive approach, contributing to a parameters plan document, leading coordination for an infrastructure delivery strategy, and recently compiling essential information to support an application for Brownfield Infrastructure and Land (BIL) funding from Homes England.

Key infrastructure requirements involve upgrades to more than 16 highway junctions and traffic measures, which are crucial for site access, traffic management, and promoting sustainable travel. The expense of these projects at this initial stage was prohibitive for developers, but the Homes England BIL funding provides a loan, making it possible for infrastructure costs to be repaid later through developer contributions.
We are excited to learn that the funding bid succeeded, enabling early-phase infrastructure works to begin and unlocking the four sites for the development of roughly 2,000 homes, community and sports facilities, two primary schools, and employment or commercial space.
