Situated close to the town centre, the Bassingthorpe Farm site was confirmed as a strategic allocation and removed from the Green Belt on the adoption of the Core Strategy in 2014. It is allocated for 2,400 new homes, 11ha of employment land, a primary school, local health centre, local centre and green and social infrastructure. A masterplan framework was prepared in 2017 to provide a clear understanding of the site and the problems facing the delivery of development and to provide a substantive planning framework to guide the future delivery.
The Council now wish to review and update the masterplan and adopt a Supplementary Planning Document (SPD). Hyas are leading a consultancy team including OPEN, Savills and Fore. We will be undertaking a review of the existing evidence base, doing a gap analysis and then filling any gaps before preparing a draft SPD. This will include preparing an infrastructure delivery schedule and associated viability work. We will also advise the Council on phasing of the development and governance of the project.
Hyas will then design and deliver the public engagement before revising the SPD for the Council to take through its Committee process for adoption.
