The team at Hyas have been involved in a wide range of large sites, Garden villages and complex, large scale development projects.
Some examples of the type of activity that the team have been engaged on is illustrated below.
Hyas are providing advice to Braintree, Tendring and Colchester Councils, together with Essex County Council, to bring forward a number of visionary and ambitious new garden communities across North Essex.
The proposals seek to address long term housing, transport, infrastructure, open space, and employment needs and will be the largest projects of this nature coming forward since the New Towns.
Three sites have been identified and are progressing through Local Plans. Two are new settlements one West of Braintree of upto 13,000 homes and the other West of Colchester close to Marks Tey of up to 20,000 units. A further new community is planned East of Colchester adjacent to Essex University with a capacity of upto 9,000 homes. The projects are coming forward in accordance with garden city principles and are embracing new, innovative models of planning and delivery.
Hyas are providing support on the approach to viability and scheme financing, alongside broad planning support to help the schemes come forward through the planning system.
Hyas support includes enabling and co-ordinating the project set-up and identifying key milestones and priority work streams in order to deliver a plan of action and a related masterplan for the next 20 years and beyond. Aylesbury is already set to grow by over 15,000 homes by 2033 in the emerging local plan (Vale of Aylesbury Local Plan). Garden Town status will provide the support to better plan and develop this housing, employment, transport, infrastructure and open space to ensure new and existing development within the town works well together. The proposed master plan will provide more detail and support the Vale of Aylesbury Local Plan and delivery framework for the town to make sure the Garden Town benefits are realised.
Hyas is providing support to progress the project through the Development Plan Document (DPD) route and on to delivery. In particular, Hyas is supporting setting up project management and governance structures that provide key milestones and define critical workstreams and resource needs to deliver the DPD. The Council are seeking to play an active role in delivering the Garden Village and Hyas support has been agreed to help shape the role the public sector can play in ensuring a viable, high quality, comprehensive new place.
The role has involved helping to shape proposals during an extensive pre-application stage and now leading on the determination of a hybrid (part outline/part detail) planning application, including liaison with the GLA, TfL and other stakeholders.
The scheme was approved by Croydon Council in February 2017.

Support has been provided to both the relevant Local Authorities (East Herts & Harlow) and the scheme promoters (Places for People and City & Provincial Properties) to help consider a site of upto 10,000 units to the north of Harlow at Gilston Park Estate.
The proposals involve the creation of a series of high quality interlinked villages together with a full range of supporting infrastructure. Housing growth will play an important role in meeting local housing need as well as significantly contributing towards the regeneration of Harlow.
Critical friend support has been provided, alongside considerable advice on scheme deliverability and approaches to plan making, including trajectory and green belt considerations. Further guidance has been provided with respect of evolving a suitable Concept Framework to ensure that proposals can come forward to deliver on high design and infrastructure expectations.
Support was also provided to prepare a bid document and liaise with DCLG on joining the Garden Town programme. The project was selected in January 2017 as part of the Government’s announcement relating to new Garden Villages and Towns.
